Singapore PROPERTY COOLING measures to stay

Residential prices will have to fall by as much as 15 per cent before the Government considers relaxing the property cooling measures, economists say.

They note that while home prices have come down, they still have some way to fall before a change of policy can be triggered, although the moves on interest rates in the United States may have some bearing as well.

Singapore's famously efficient government faces a challenge that has stymied many a country before: safely guiding its toppish property market to a soft landing as interest rates rise.

Property prices in the city-state have surged over 60 percent since 2009, propelled by rock-bottom global interest rates and quantitative easing in developed economies, even as Singapore's government has enacted a series of cooling measures to prevent a bubble from forming.

INITIAL reports of the property market's demise appear to have been slightly exaggerated.

After policymakers imposed strict curbs on consumer loans last June under total debt servicing ratio (TDSR) rules, analysts predicted that private home prices would plunge by up to 10 per cent this year.

Some warned that home sales could grind to a near halt, quipping that TDSR actually stood for "total destruction of Singapore real estate".

So far, however, the slowdown in prices has been far milder than expected.

Singapore's property market has entered a standoff between bargain-seeking buyers and developers sticking to their pricing guns, with March's new home sales dropping 83 percent from a year earlier.

"Buyers think they can have their cake and eat it," said Alan Cheong, senior director for Singapore at Savills Research. "They are expecting the other side to lose money on their behalf. That idea doesn't work if you have an economy that's fully functioning," he said, citing the city-state's unemployment rate of only 1.5 percent.

SINGAPORE - Tenders for three executive condominium (EC) sites will close on the same day - July 30. This unprecedented timeline has been designed by the Government to moderate tender bids and rein in private property price growth.

The previous practice of staggering deadlines allowed developers to wait and see if they won one tender before submitting a bid for the next. But they will now likely choose only one or two sites to bid for rather than risk winning all three at the same time.

It will be a keenly watched event as observers track if the new move will bring down the number of bids per site and affect the quantum of the winning bids, given the bullish offers for recent state tenders and the strong take-up rate for ECs.

For foreigners, has securing a job in Singapore just gotten harder?

Singapore's latest push to encourage companies to hire locally is unlikely to have a significant impact on foreigners looking to land a job in the Southeast Asian financial hub, say experts.

"Posting a job on the new job bank for 14 days isn't a significant time period. The process of recruitment with regards to the salary range takes between one to six months," Mark Hall, vice president and country manager at staffing agency Kelly Services Singapore told CNBC.
