SINGAPORE (EDGEPROP) - The collective sale momentum has recovered from the depths of Covid in the middle of last year. “While there were just a few developments where owners were exploring a collective sale last year, the number has picked up significantly this year,” says Jeremy Lake, Savills Singapore managing director of investment sales and capital markets.

Savills brokered the sale of Flynn Park, a condominium at Pasir Panjang that was sold en bloc to a joint venture between Hoi Hup Realty and Sunway Developments on Sept 10. The purchase price was $371 million, which was above the reserve price of $365 million when it was launched for tender towards the end of July. It was even higher than the reserve price of $363.8 million when it was last put up for collective sale in June 2018.

As the coronavirus wreaked havoc in economies across the world, the International Monetary Fund (IMF) said it could trigger a global recession in 2020 which is expected to be worse than the negative 1.68 percent during 2009 global financial crisis. It is a timely reminder of the importance of diversifying one’s investments to prevent losses: A varied portfolio is crucial for stability, especially when markets become increasingly volatile. Yet another school of thought offered by BlackRock is that even investors with ready capital to deploy should focus on preserving values and incomes.

With lower growth in 2019 than in 2020, Colliers International predicted a gloomy property market outlook for Singapore in the near future. Andrew Haskins, Colliers’ Executive Director of Research in Asia, outlined the key market trends and sector forecasts based on macroeconomic data and geopolitical factors for its Annual Report titled ‘Asia Market Outlook 2019’.

The report in quoting Colliers’ US chief economist Andrew Nelson noted that “despite years of talk in financial markets of “decoupling”, prospects for the world’s largest economy, the United States, are still the key determinant of macro-economic prospects for Asia. And all is not well in the US. While the US has enjoyed 110 consecutive months of positive growth since emerging from the Global Financial Crisis of 2008–2009, below the surface there are signs that a slowdown is starting to take hold.”

It’s a tired trope throughout Asia to say Singapore lacks soul. Clean, walkable streets. Efficient traffic. Effective public transport. Well-organized family fun. Innovative bars and restaurants. Shiny modern towers and lush planned parklands. Ugh. Who wants that?

Well, if we’re talking about players in the luxury property market, lots of people.

“Singapore is known as a safe haven in Southeast Asia, with a stable currency and transparent housing regulations,” says Christine Li, senior director and head of research for Cushman & Wakefield Singapore. “Risk involving property development is virtually non-existent for retail investors,” adds Li. After 15 consecutive quarters of price declines—which, experts say, signalled not softer innate demand, rather a wait-and-see attitude with regards to government policies—prices began rising mid-2017 and jumped 9.1 percent by the halfway point this 2018.

Singapore property prices are set to jump 10 per cent by the end of next year, according to United States banking giant Morgan Stanley.

The bank's in-house experts expect private home prices to start rising next month - instead of early next year as it stated in a previous forecast. The forecast does not relate to Housing Board flats.

The significant upswing in prices would reverse a four-year downcycle after a range of cooling measures was introduced to slow the market.

The protracted downtrend in Singapore's property market is poised to end next year, with home prices set to double by 2030, Morgan Stanley said in a Wednesday note. "Property market bears expect slower population growth, an ageing population, and a structural growth slowdown to weigh on the long-term property market outlook," the note said. "We disagree and believe home prices will double by 2030."

A gains-and-loss analysis for the week of Oct 4 to 11 unearthed interesting deals. A 2,508 sq ft unit at Chelsea Gardens in prime District 10 was sold at a loss of $810,200, despite being held for more than 19 years. The unit was purchased from the developer in August 1997 for $1,838 psf and resold for $1,515 psf this month. The loss margin works out to 18%, or 1% annually.

Two condo units in prime District 10 were offloaded at losses of more than a million dollars each in the week of Oct 25 to Nov 1. The bigger loss of $1.8 million came from a 3,671 sq ft penthouse at Orange Grove Residences off Stevens Road. The fifth-floor unit fetched $6.1 million, or $1,662 psf, on Oct 27, 22% below the purchase price of $2,143 psf paid to the developer in February 2007. The seller incurred an annualised loss of 3% after having held the property for close to 10 years.

Is it time to accept a new normal?

We’re already a few days into the start of a new year and the Singapore property market doesn’t show any signs of a quick recovery. Prices are inching down (though at a slower pace), and buyers are pretty much sitting on the sidelines waiting for either a further fall in prices or the removal of the ABSD (Additional Buyers Stamp Duty) before re-entering the market.

To add salt to the wound, a soft rental market and predictions of a financial downturn is further scaring off potential investors.

Additional Buyer Stamp Duty (ABSD)

From late 2011, property developers have to develop all residential site that they buy and then ensure that the units are 100% sold within 5 years. Failing that, developers have to pay ABSD of 10% on the purchase price of the site. For sites bought from 12 Jan 2013, they will have to incur higher ABSD of 15%.

Singapore’s housing market has shown signs of life recently, as both developers and buyers drive a pick-up in activity.

BUYERS HAVE SOAKED UP WELL-POSITIONED PROJECTS

In March, Sim Lian Holdings surprised the market with strong sales of its executive condominium project Wandervale, moving almost 300 units out of a total of 534 units within the first month of launch.

Based on feedback from the ground, Sim Lian is again poised to do well for its pending launch of another EC, the Treasure Crest. Some might attribute its better-than-expected performance to the projects being ECs that are fairly priced and cater to local demand.

However, over the last weekend, GEM Residences, a private condominium project, managed to sell about 50 per cent of its units despite its relatively high price and not too exciting location. These rather strong sales performances are being achieved despite known market weaknesses.

It is unlikely that property developers will get a reprieve from the government.

The Ministry of National Development (MND) clearly stated in its Feb 29 response to an MP about dropping ABSD for Singaporeans, but retaining it for foreigners; "It is too early to relax the measures now. Doing so could result in a market rebound,"

Redas, the Real Estate Developers' Association of Singapore has been lobbying for a review of the measures, voicing its concerns through discussion with authorities such as MND and the Urban Redevelopment Authority (URA) from time to time. But it has lately ceased its lobbying, a decided change in its position. Of late, it has in fact repositioned itself on the same side as the government in desiring stability in the property market.

While it is true that it is a fool’s errand to try to time the property market, you can certainly buy at a dip. In fact, that is what you are supposed to do: Buy low and sell high.

It is very human in a down market to want to buy at the absolute lowest point. The problem, though, is that no one can identify the bottom until after the fact.


How many people have you met who regret not buying in 1998 or 2004 or 2008?

SINGAPORE - Newly released figures on resale prices and volumes for condominium units and other non-landed private homes in Singapore offer glimmers of encouragement for both buyers and sellers.

SRX Property said on Tuesday that resale prices of private non-landed properties inched up 0.2 per cent last month (August), but they are still down about 1.7 per cent from a year back.

Prices are also 6.5 per cent lower than their most recent peak in January last year, SRX said.

As Singapore faces a "new normal" of slower growth and even stagnation risks, the property market is unlikely to stage a major rebound even if some cooling measures are relaxed now, market watchers said at a property seminar on Tuesday.

Chua Hak Bin, head of emerging Asia economics at Bank of America Merrill Lynch, warned that Singapore may enter a period of stagnation over the next couple of years.

There's no denying that private property prices in Singapore are on a downward trend; they have been falling for seven straight quarters.

Last week, the flash estimates for the second quarter were released, showing a 0.9 per cent drop in private home prices.

Invariably, with each quarter's release, the debate gets resurrected to some degree about whether the existing cooling measures have served their purpose and are due for a review.
