The Housing and Development Board (HDB) has sold a residential site in Yio Chu Kang Road as part of Government Land Sales (GLS) under the confirmed list, in 1st quarter of 2016. This land parcel is along Yio Chu Kang Road, in the vicinity of Serangoon North, bounded by Hougang Avenue 9 and Lorong Napiri, located at the Northern Region of Singapore. It is listed under the confirmed list of sites and is to be developed into Executive Condo (EC). It has a site area of 198,519 square feet and will house approximately 520 residential apartments.
Hoi Hup Realty won the top bid of S$183.8 million, translating to S$331.02 per square foot per plot ratio (psf ppr) and the breakeven price is approximately $660 psf ppr.

The site is next to Regentville and is near to Asian’s Women Welfare Association, Bright Vision Hospital and GraceHaven Salvation Army. SINGAPORE — An Executive Condominium (EC) site on Yio Chu Kang Road has attracted healthy interest from developers, with the highest of ten bids amounting to S$183.8 million, the Housing and Development Board (HDB) said at the close of tender today (Feb 18).
The new 99-year leasehold site launched in Yio Chu Kang Road, which is next to a condominium development, Regentville, released from the Confirmed List of the second half of the 2015 Government Land Sales (GLS) programme, sits on 198,302 sq ft of land. With a plot ratio of 2.8, the site has a maximum allowable gross floor area of about 555,246 sq ft and can yield an estimated 520 homes, the HDB said.
The top bid, coming from Hoi Hup Realty, translated to S$331.02 per sq ft per plot ratio.
Mr Eugene Lim, Key Executive Officer at ERA Realty, said: “Despite the high numbers of unsold EC units, we are still seeing heightened interest in the EC segment. The rather high level of competition for the site in Yio Chu Kang Road could be due to its ease of accessibility via driving and proximity to Rosyth School, which runs the Gifted Education Programme”
“Also, the new launch land site in Yio Chu Kang Road is in an estate surrounded by HDB flats of Serangoon North, Hougang and accessible to Ang Mo Kio, provides for a ready catchment pool for developers. The final development will likely be a family-oriented project, aimed at those with children.
ECs are a public-private hybrid housing form with initial buyer eligibility and resale conditions that are completely lifted 10 years after an EC project has been completed.
JLL national director Ong Teck Hui pointed out that although this land site in Yio Chu Kang Road is not next to an MRT station, it is a bus ride or short drive away from Serangoon Station and also enjoys good road connectivity with the Central Expressway within easy reach.
Based on the highest bid by the tenderer, selling prices for this development in Yio Chu Kang Road will possibly be around S$750 psf to S$800 psf,” he added.
Hoi Hup's construction arm Straits Construction will build the project.
"We're looking at a project of about 560 units, of which a majority of about 70 per cent will be three-bedroom apartments, followed by about 15 per cent of units that will be four-bedders. The rest of the units will have either two or five bedrooms."
Mr Nicholas Mak, head of research and consultancy at SLP International Property Consultants, noted that the top bid was 6.1 per cent higher than the second-highest bid, illustrating the aggressive bid by the developer.
He added: “The top bid is 18.2 per cent higher than the land price of the new launch EC site launch at Anchorvale Crescent in the same Sengkang planning area, which closed in January 2015 at S$280 psfppr. As the new land site in Yio Chu Kang Road is nearer to amenities such as mall, hawker centre and reputable schools, the higher land premium is expected.
