Demand for private rental homes rose in the first quarter and could grow further as the economy improves, but the glut of vacant properties means rents will likely weaken or stay flat.

It noted that there were 13,077 leases signed in the three months to March 31, up 4 per cent on the same period last year.

Much of the rise was due to an 11.2 per cent increase in leases in what is called the Rest of Central Region, an area that includes Bishan, Toa Payoh, Little India, Queenstown and Geylang.

Leases signed for homes in this zone accounted for 37 per cent of all rental transactions in the first quarter of this year - its highest proportion since 2004.

Prices of mass-market private condos - the mainstay of Singapore's private housing market - have finally eased for the first time since the market bottomed out in the second quarter of 2009 after the global crisis.

Prices of landed homes, another pillar of strength of the residential sector, also registered the first decline since Q2 2009, according to the latest flash estimates from the Urban Redevelopment Authority (URA).

The government's measures to cool the residential property market have had significant impact: Transaction volumes have plunged, new home loan sales have contracted and loan-to-value (LTV) ratios have improved.

"The series of property-related measures taken by the government over the past few years has dampened momentum in the market," said the Monetary Authority of Singapore Financial Stability Review 2013 yesterday.
