Located on a busy stretch of Paterson Road just before the junction of Orchard Boulevard and Scotts Road, the 10-storey Paterson Linc is one of the most visible condominium blocks in prime District 9. At end-December, a two-bedroom unit on the seventh floor of the condo was sold for $1.65 million ($2,017 psf). The unit was purchased at the peak of the market in September 2007 for $2.16million ($2,638 psf).

The 35-unit freehold Paterson Linc is a redevelopment of the former Paterson Lodge. Unlike a typical en bloc sale, no money changed hands in this deal brokered by Knight Frank. Instead, in 2007, all 20 owners of Paterson Lodge unanimously agreed to sell the site to Green Aces Paterson Pte Ltd, a subsidiary of the former listed company Ace Dynamics (subsequently renamed Leeden Ltd and delisted in 2012).

With the stock market plunging, the economic outlook deteriorating and mounting speculation about another global financial crisis, it was no surprise that distressed sales in the prime districts continued to pop up in the first two weeks of January. Those that sustained the greatest losses were units purchased at the height of the last property boom, between the second half of 2007and early 2008, say property consultants.

The most notable was the sale of a mid-level unit at Turquoise in Sentosa Cove. The 2,153 sq ft, three-bedroom unit fetched $3.01 million ($1,400 psf), according to a caveat lodged on Jan 7. The previous owner paid $5.65 million ($2,623 psf) for it when the project was first launched in 2007, hence recognising a capital deterioration of 46.6%. The 91-unit, 99-year leasehold six-storey condominium project with views of the waterway was developed by Ho Bee Land and completed in 2010.

Despite concerns over the global stock market rout, economic uncertainty and interest rate hikes, investors have continued to snap up “value buys” in luxury condos in the traditional prime districts of 9 and 10. Some of these transactions were even done at prices above $3,000 psf.

At the Ritz-Carlton Residences on Cairnhill Road, two 3,057 sq ft, four-bedroom units on the 26th and 33rd floors were sold for $10.6 million ($3,467 psf) and $11.6 million ($3,795 psf) respectively, according to caveats lodged on Feb 5. Both units were said to have been purchased by a mainland Chinese national whose offer prices were even above the developer’s asking prices, says Lydia Wu, associate district director of OrangeTee. “Mainland Chinese buyers tend to be less price-conscious than local buyers, and this particular buyer wanted the units for its lifestyle and prestige,” she adds.

The assets monetised were 7 & 9 Tampines Grande, Manulife Centre and Central Mall (Office Tower) valued at S$1.1 billion on a 99-year leasehold basis via a second Profit Participation Securities investment platform (PPS 2) in December 2015.

There was also a maiden contribution of S$12 million from the UK property development platform from the sale of Emerald House in Croydon, and higher revenue from the progressive sale and profit recognition from pre-sold projects in Singapore.

Despite challenging market conditions, Singapore-listed City Developments Limited (CDL) posted a record net profit of $410.5 million for Q4 2015, up 6.6 percent from the previous record of $384.9 million in Q4 2014.

The increase was fuelled by gains from monetising CDL’s three prime office assets in Singapore – 7 & 9 Tampines Grande, Manulife Centre and Central Mall (Office Tower), valued at $1.1 billion, and the $12 million contribution from the sale of a UK property.

Singapore-listed UOL Group, a major player in the local property market, reported a 43 percent slump in net profit to $391.4 million for the 2015 financial year.

In a statement released on Friday (26 Feb), the group blamed the profit fall on lower fair value gains for its investment properties, as well as the absence of a large one-time profit made from the sale of a land site in Malaysia in 2014.

Singapore's terminus for the Kuala Lumpur-Singapore High Speed Rail will be located at Jurong East. 

Prime Minister Lee Hsien Loong announced this on Tuesday (May 5) after the Leaders' Retreat with his Malaysian counterpart Najib Razak.

Jurong East was chosen as it dovetails with Singapore's overall plans to transform the area into a second Central Business District, according to a statement.

THE US Federal Reserve is expected to inch a step closer to a rate hike at its meeting this week. Whether that rise in interest rates comes before the middle of 2015 or after, economists expect any detriment to the Singapore economy to be offset by stronger US demand that a rate hike ought to signify. But any positives will also need to be weighed against Singapore's own domestic constraints and diverging economic policies and performance globally, economists say.

To maintain its competitive position despite rising wages, the government seeks to promote higher value-added activities in the manufacturing and services sectors. It also has opened, or is in the process of opening, the financial services, telecommunications, and power generation and retailing sectors up to foreign service providers and greater competition. The government has also attempted some measures including wage restraint measures and release of unused buildings in an effort to control rising commercial rents with the view to lowering the cost of doing business in Singapore when central business district office rents tripled in 2006.

In 2016, for the buyers who are eligible should strongly consider ECs given that opportunity to enjoy CPF Housing grants if they are eligible. The CPF Housing Grant is a housing subsidy provided by the Government to assist eligible buyers in buying a EC and ranges from $10,000 to $30,000, depending on the gross monthly household income of the buyer’s family.

Developers usually have small room of margin in relation to ECs, building the units that are with practical layouts, better sizes to cater the different needs and yet to be inline with the income ceiling restrictions of not more than $14,000. Making ECs more attractive by offering more features and with most facilities and more affordable based on price per square foot (psf).

The government has a “rough idea” on when to revise the property cooling measures, “but that doesn’t mean that we announce it”, said Home Affairs and Law Minister K. Shanmugam.

Speaking to over 2,000 property agents at an ERA Realty conference on Wednesday (3 Feb), the minister said such a decision would be made by the National Development and Finance ministers when they assess the risks to be “less or manageable”.

THE Housing & Development Board (HDB) on Friday sold S$1 billion seven-year bonds at 2.50 per cent, amid volatile markets.

Demand for the bonds was lower than expected as HDB has an option to upsize by S$600 million.

"Market was very choppy in the past few days, swinging all over the place," said Clifford Lee, DBS Bank head of fixed income.

After another year of subdued home buying activity, property analysts warned that the Republic’s private residential property market may be in for tougher times in 2016 as the lacklustre economic environment is likely to depress sentiment further.

Adding to the woes is the United States Federal Reserve’s decision to start normalising interest rates, which is expected to keep prospective buyers on the sidelines as they adjust to the new reality. That, coupled with existing property curbs, could cause prices to fall by up to 8 per cent in the next 12 months, analysts told TODAY.

Common sense would have it that the more accessible a private residential estate is, the higher its value would be. Research on the impact of accessibility on housing prices has used the Mass Rapid Transit (MRT) network as a proxy measure. From what we have sourced from the Internet, academic and commercial research published thus far has focused on two issues. One is how MRT lines affect property values spatially — that is, how private residential values change in relation to their distance from an MRT station. The other is how property prices change in the period straddling the pre- and post-MRT station announcement. Other academic research has used the MRT network as partial inputs to develop hedonic price indices or conduct town planning studies. Many of these studies rely heavily on regression-based techniques.

The area around the Paya Lebar MRT interchange station is undergoing a massive transformation. Hoardings have been put up around two plots totalling 422,275 sq ft that will be developed into Paya Lebar Central (PLC), a massive mixed-use scheme by a 70:30 joint venture (JV) between Abu Dhabi Investment Authority (ADIA) and Australian property group Lendlease.

When completed in 2018, PLC will have three Grade-A office towers totalling 874,717 sq ft, a shopping mall with close to half a million sq ft of retail space and more than 400 units in three residential towers. The project will be connected to the Paya Lebar MRT station, which is also an interchange for the East-West and Circle Lines.

The purchase price paid by the JV for the 99-year leasehold site at Paya Lebar Central was $1.67 billion, which translates to $943 psf per plot ratio (psf ppr). PLC will be the first mixed use scheme with residences that is linked directly to the Paya Lebar MRT Inter change station. That will attract both homebuyers and investors. The project will be the “first international development located in Paya Lebar Central” and it will be “ transformational”, says Richard Paine, Lendlease’s managing director for Paya Lebar Central.

Property giant City Developments (CDL) has structured another investment deal to unlock about $1.1 billion from its real-estate assets here.

CDL will partner Alpha Investment Partners to set up a joint office investment platform, which will acquire three of its office buildings - one in the Central Business District, another near the CBD and the third, in Tampines.

Private equity firm Alpha will invest $200.2 million, while CDL will inject $133.3 million through its subsidiary, Bestro Holdings.

The remaining $750.1 million will come from borrowings from OCBC and DBS Bank.

Possible bargains for buyers as developers face pressure to sell off units or incur duty

Apartment prices are starting to be cut as the spectre of the Additional Buyer's Stamp Duty (ABSD) looms over developers.

The possibility of buyers picking up some bargains now all comes down to the date the ABSD was introduced - Dec 8, 2011.

It stipulated that developers had five years to complete a residential project and sell all the units. If not, they must pay ABSD. The rate was initially set at 10 per cent of the purchase price of the site, and was raised to 15 per cent on Jan 12, 2013.

The first five-year deadline comes up at the end of this year.

To help answer this question, the Singapore Institute of International Affairs (SIIA) has started its Future50 (F50) programme to map out “The 50 Year Future for Singapore in Asia and the World”.

The official launch of F50 was held on 27 August 2013, with a discussion panel featuring Guest-of-Honour Mr. Heng Swee Keat, Minister for Education.
