A new semi-expressway could be built in Punggol, to link the estate to other towns in the north and east, including Seletar and Pasir Ris.
The proposed road will serve the northern part of Punggol, which will be home to several housing districts, education institutions and commercial activities once it is fully developed.
In its Draft Masterplan 2013, the Urban Redevelopment Authority (URA) said the semi-expressway will "increase east- west connectivity".
The semi-expressway's alignment and number of lanes have not been determined, though preliminary plans call for it to join Seletar North Link, which connects to Yishun Avenue 1.
A Land Transport Authority (LTA) spokesman said the proposal is still being studied.
If it gets the go-ahead, the launch will "be timed in tandem with future developments in Punggol North in the longer term", he added.
Punggol is estimated to be twice the size of Ang Mo Kio once it is fully built in the next 15 years or so.
It is projected to have 96,000 HDB flats and private homes.
The rising number of residents in Punggol and Sengkang has led to more cars on the road, resulting in heavy traffic along some stretches during peak hours.
In its masterplan, the URA promised more "localised road improvements" to improve traffic flow.
Its plans include a proposed new road to connect Punggol Central to the Tampines Expressway and Kallang-Paya Lebar Expressway, and another to link Buangkok East Drive and Bartley Road East.
The LTA, under its public transport plan for the area, will build a 2km extension of the MRT's North-East Line into Punggol North by 2030.
The future Cross Island Line will also pass through the area.
