Most owner-occupied homes will pay less in property tax next year, the Inland Revenue Authority of Singapore said on Tuesday.

Under the new Progressive Property Tax Rates regime announced during Budget 2013, all owner-occupied HDB flats and three-quarters of owner-occupied private homes - or 95 per cent of owner-occupied homes - will see lower property tax bills.

Taking into account non-owner-occupied homes, 80 per cent of all homes will pay lower property tax next year.

2014 seen as another healthy year, with steady, sustainable rental growth

GROWING demand for Grade A space from consumer Internet companies is setting a new trend in the central business district (CBD), an area traditionally monopolised by financial institutions. These firms are taking up large spaces in prime Grade A buildings at market rates, even as rents inched up this quarter due to healthy demand and no new supply.

Rents at the top-performing sub-market, Marina Bay, were $11.80 per square foot (psf) per month, after inching up 0.85 per cent from Q3's $11.70 psf per month. Elsewhere in the CBD, Raffles Place saw rents increase 0.67 per cent quarter on quarter to $9 psf per month, while Shenton Way's rents increased 0.99 per cent to $8.20 psf per month.

Record home prices amid low interest rates raised concerns of a housing bubble and prompted the city-state to introduce new taxes and higher minimum down payments since 2009 to curb speculation in Asia's second-most expensive housing market. Home sales have been falling in the past four months after the government imposed new rules in June governing how financial institutions grant property loans to individuals.

“The latest statistics are a reflection of the current measures starting to bite the residential market,” said Alice Tan, head of consultancy and research at Knight Frank LLP in Singapore. “Price quantum is still the key consideration for many prospective homebuyers.”

Heftier taxes, scrapping of easy financing will deter buyers

DEVELOPERS with substantial exposure to the Iskandar Malaysia region are expected to be the "worst hit" by recent property measures, as heftier taxes would deter short-term foreign purchasers who also account for a significant portion of residential sales in some areas, a research house has said.

At the same time, overseas developers are expected to be more cautious about land transactions as more punitive taxes could lead to higher landholding costs, said RHB Research.

CBRE data indicates that foreign buyers account for 54 per cent of total high-rise residential sales (by developers) in Nusajaya, and 39 per cent in Johor Baru and major suburbs.

Empress Place, Esplanade Park enhancements, existing roads to pedestrian paths by 2015

THE civic and cultural district, home to the former Supreme Court and City Hall Buildings, the Asian Civilisations Museum (ACM) and The Esplanade Theatres on the Bay, is envisioned as offering expansive spaces for pedestrians to linger under tree-lined boulevards, and opening up venues for outdoor performances.

Come 2015, various enhancements, including the conversion of existing roads into pedestrian paths and enhancements at Empress Place and Esplanade Park, can be expected.

SINGAPORE — The Republic’s economic growth forecast for this year is between 2.5 and 3.5 per cent, higher than previously expected, said Prime Minister Lee Hsien Loong today (Aug 8) in his National Day Message.

The previous official forecast placed growth at between 1 and 3 per cent. In the first half of this year, Singapore’s economy grew by 2 per cent.

“Our economy is holding steady amidst global uncertainties. We are attracting more quality investments. Unemployment remains low,” said Mr Lee. “Even as we tighten up on foreign workers and immigration, we must maintain investor confidence and keep Singapore open for business.”

He noted that the world is “changing rapidly and unpredictably” and Singapore too, is changing.

Singapore has maintained its fifth position in the latest Global Power City Index, a ranking of the world's cities by a Tokyo-based think tank.

SINGAPORE: Singapore has maintained its fifth position in the latest Global Power City Index, a ranking of the world's cities by a Tokyo-based think tank.

The Index evaluates and ranks the major cities of the world according to their ability to attract creative people and businesses from around the world.

This is the sixth time the Global Power City Index is being announced by the Institute for Urban Strategies at The Mori Memorial Foundation.

Overall, London came in first for the second year in a row, followed by New York, Paris and Tokyo.

Sentosa Waterfront Living 2

When it comes to living on waterfront villas, many Singaporeans could only think of Sentosa homes and exorbitant prices. However, it is now possible to own such a property with a trip to a small isle near Batam at a fraction of the price a similar property here commands.

Indonesian-based firm P.T. Batam Island Marina, the company behind the ambitious project to build both residences and a tourist park that features many eco-attractions such as nature hikes, fishing and snorkeling on the 328-ha island termed Funtasy Island, is expected to yield 600 homes on the leasehold development. It is expected to open in the middle of next year.

THE new homes coming up in Holland Village, Kampong Bugis and Marina South under the Draft Master Plan 2013 make up only a tiny portion of the 500,000 new homes that could be rolled out after 2016.

The bulk of that total could come from the redevelopment of various tracts of land freed up by re-zoning or land use changes, consultants said.

However, they noted that builders started planning ahead when the Population White Paper and Land Use Paper were released in January.

[SINGAPORE] Home-buyers can choose from 8,952 Housing and Development Board (HDB) flats in the largest joint roll-out of Build-to-Order (BTO) and Sale of Balance Flats (SBF) units.

Yesterday's launch eclipsed the previous mark of 8,262 BTO and SBF flats launched in September 2011.

Of the units made available yesterday, 4,978 are BTO flats in six projects located in five non-mature estates - Bukit Batok, Hougang, Jurong West, Sembawang and Woodlands.

The housing board on Tuesday launched 8,952 flats for sale under its latest Build-to-Order (BTO) and balance flats exercise, making this the largest joint exercise to date.

Of this number, 4,978 BTOs were released across six projects in Bukit Batok, Hougang, Jurong West, Sembawang and Woodlands. Unit types include studio apartments (SAs), two-to five-room flats and 3Gen flats.

Malaysia is seeing the spillover from Singapore’s four-year property boom and its subsequent efforts to cool the market. Prices of homes at Horizon Hills, where Metcalf now lives, have jumped almost threefold over the past five years amid a flurry of foreign buying, according to data from property broker Knight Frank LLP.

Now Malaysia is taking steps to prevent its own real estate inflation from emerging and appeasing locals who say they can no longer afford to own a home. In last month’s budget, Prime Minister Najib Razak doubled the minimum amount foreigners must spend on property and raised the capital gains tax to 30 percent on homes they sell within five years. The local governments of southern Johor state, where Iskandar is based, and Penang to the north, are considering additional tariffs on overseas buyers.

After a long wait, the Singapore draft Master Plan 2013 has finally been released. The master plan is reviewed every 5 years and it is a guide of how the Singapore build environment will be like from now till 2018.

Through the change of zoning or land use intensity, a region that used to be undeveloped could be the next boomtown. Naturally, many property stakeholders (developers and property punters alike) are very eager to study the latest master plan, as it will give an indication of the upcoming plans that the government has.

When the Population White Paper was released earlier this year, it sparked off a furore which some say exposes the flaws of policy-making in Singapore. The primary point of contention which drew public ire was the idea that the population in Singapore would reach 6.9 million by 2030,  a figure most agree would put a tighter squeeze on resources in an already overcrowded city.

Aside from bringing demographic challenges into the spotlight, the White Paper also stoked an underlying concern which resonated amongst Singaporeans: the concept of home on a nationalistic level, and more realistically, the price of purchasing a home in Singapore.

Recent findings released by the Singapore Real Estate Exchange (SRX) drew much attention to Cash-Over-Valuation (COV) premiums for Housing and Development Board (HDB) resale flats, with reports stating that overall COVs across all HDB property types have been experiencing a declining trend. In fact, this downward spiral has been said to be so persistent that by the start of September 2013, COVs are said to have fallen to a 4 year low. 

In a country where property continues to stir public debate, it is hardly surprising that word about falling COV prices would spread into daily conversations. After all, COVs are by nature often deemed to be an unfair negotiation tactic employed by property sellers for a quick profit, causing much furore amongst those wishing to purchase their first home or to upgrade.

URA Q3 data confirms pick-up in office leasing market

LATEST figures from Urban Redevelopment Authority confirm the views of some industry players that the office leasing market has emerged out of a downturn.

URA's office rental index in the central region rose 0.8 per cent in the third quarter over the preceding quarter. This marked a bigger increase compared with the 0.2 per cent gain registered in Q2.

However, the islandwide office vacancy rate climbed to 9.6 per cent at end-Q3 from 8.8 per cent three months earlier. For private-sector office space, the vacancy rate rose from 9.5 per cent to 10.4 per cent.

Canada, Australia, NZ and London projects see keen interest

SINGAPORE - Singaporean buyers are heading to overseas property markets in droves, hitting familiar favourites such as London and Australia, but also new spots such as Canada and New Zealand.

Indeed, Jones Lang LaSalle (JLL) has seen a spike of about 60 per cent in interest in London properties in the first five months of this year.

This, said the consultancy, is due to the launch of more iconic and well-located Zone 1 projects such as Battersea Power Station, 190 Strand, One Blackfriars, and Baltimore Tower.

URA Draft Master Plan 2013: Woodlands to catch up as a bustling regional centre

Compared with its counterparts - Tampines in the Eastern belt of Singapore and Jurong East in the West - Woodlands has lagged so far in its development as a regional centre in which Singaporeans can work, live and play.

But this is set to change under the Urban Redevelopment Authority's latest Draft Master Plan, which has laid out detailed plans to liven up the area, property consultants said on Wednesday.

Singapore has upgraded its economic growth forecast for the year, boosted by growth in the services and manufacturing sectors. The economy is now expected to grow between 3.5 and 4 per cent, up from an earlier forecast of 2.5 to 3.5 per cent.

Singapore's economic growth picked up pace between July and September.

Third quarter Gross Domestic Product (GDP) rose 5.8 per cent on-year. This is compared to the 4.4 per cent growth in the previous quarter, and higher than advance estimates of a 5.1 per cent growth.
