RESIDENTS in northern Singapore may soon get their own mini-metropolis when Woodlands is transformed into a waterfront destination that is also rich in jobs.

These preliminary plans were unveiled yesterday by National Development Minister Khaw Boon Wan for the regional centre that will serve as a major commercial node in the north.

The centre, stretching from the north coast fronting the Strait of Johor to the centre of Woodlands, offers Woodlands Regional Centre 100ha for development.

Expected to still sell: ECs benefit from bigger buyer pool

The many executive condominiums (ECs) heading to the market can be absorbed thanks to the expanded pool of buyers generated by changes to the income ceiling.

The Government increased the monthly household income ceiling from $10,000 to $12,000 in August last year so it is unlikely an oversupply will arise.

Figures from the 2010 Census show how this policy change has expanded the buying pool.

There were 72,065 households in Housing Board (HDB) four-room flats or larger earning between $8,000 and $10,000 in 2010.

This segment used to be the target market for buyers of ECs as the income ceiling for HDB flats was $8,000 then.

The public housing sector, as well as the hybrid executive condominium (EC) market, will bear a significant load from the slew of cooling measures introduced by the government yesterday.

Beyond a broad range of measures that apply across residential properties, they will be subject to further specific policies announced by the authorities yesterday, which market watchers have welcomed.

The EC market, which has been in the limelight over escalating prices and whether it has served its purpose to cater to the sandwiched class, will see several measures put in place from today.

Buyers flocked to the latest two executive condominiums (ECs) to hit the market after new mortgage lending rules introduced in June dampened buying interest in private properties.

Analysts attributed the demand to the way Housing Board rules are structured that make it easier for buyers of ECs to seek the maximum loan quantum under the new lending rules, compared with private properties. ECs are a hybrid of private-public housing sold with HDB restrictions, but turn private after 10 years.

The total EC units under construction including recent land sales, launched in less than 2 years, is now about the same as the existing completed supply, where it took over 10 years to sell and build.
