New home sales outperform expectation amid the Pandemic and Economic downturn

SINGAPORE, 17 August 2020 – Amid the pandemic and economic downturn, developers’ sales continued to outperform expectations in July, booking the highest monthly sales in eight months. Latest data from the Urban Redevelopment Authority (URA) showed that 1,080 new private homes (excluding Executive Condos) were sold in July 2020 – up by 8.2% from the 998 units transacted in the previous month and 8.4% lower than 1,179 units sold in July 2019.

July’s new home sales of 1,080 units were also the highest monthly tally since 1,165 units were shifted in November 2019. In total, 4,942 new private homes were sold in the first seven months of 2020, representing an 8% year-on-year (YOY) decline from 5,367 units transacted in the corresponding period of 2019.

Private property market holding up despite economic slowdown

SINGAPORE — Despite a dampened economic outlook, the private property market was in rude health in the second quarter, with the transaction volume of new homes and prices both rising.

Nevertheless, with Singapore’s economic growth set to slow in the second half of the year, analysts were divided on how the chips will fall for the property market — given that the global uncertainty has already seen an influx of foreign investors snapping up homes here in recent months.

However, we will make calibrated adjustments to the Seller’s Stamp Duty (SSD) and Total Debt Servicing Ratio (TDSR) framework, with effect from 11 March 2017.

Price drops were drastic in past crises.

Singapore’s property price index has been falling steadily for the past eight quarters, but analysts from RHB Research argue that the current market downturn is still substantially mild compared to past price downtrends.

Private property prices have declined by some 7% from its peak in mid-2013. This is a far cry from steep price drops seen during the past two down cycles, which occurred during the Asian Financial Crists (AFC) in 1997-1998 and the Global Financial Crisis (GFC) in 2008.

Cooling Measures Update

One conclusion that we can draw from the Cooling Measures is that placing limits on borrowing is more effective than levying stamp duty taxes at bringing Singapore property prices down.

According to the SRX Property Index for Private Resale Flats, the first Additional Buyers Stamp Duty (ABSD1) did little to impact both resale volume and prices.
