SINGAPORE: Prior to the latest cooling measures introduced in July 2018, the last time similar regulations were rolled out to moderate the residential private property market was in 2013 with the introduction of the Total Debt Servicing Ratio (TDSR).

The TDSR sought to encourage financial prudence among borrowers and strengthen credit underwriting practices by financial institutions, by limiting monthly mortgage payments to no more than 60 per cent of one’s income, and consequently curtail the amount one can borrow to purchase a property.

With the new cooling measures, those buying a second property for investment purposes might have to set aside almost half of the property price for upfront payments, stamp duties and fees, say two observers.

SINGAPORE: Days after the release of Urban Redevelopment Authority’s flash estimates, the Government announced a new round of cooling measures, which caught many in the housing market by surprise.

Authorities might have been right in principle to impose these harsh cooling measures, amidst a private property market heating up. The private housing market experienced an inflexion in prices last year after 15 consecutive quarters of decline since fourth quarter of 2013.

The US economy is doing well and the Federal Reserve has raised interest rates for the first time in almost a decade in a bid to tighten money supply.

While the rate increase was small at 0.25% per year and widely anticipated, it is highly likely that more increases will follow. As the liquidity in the US financial market is reduced, there could be far-reaching implications on the global economy.

Singapore property investments will also be impacted by the Fed’s new policy as interest rates here mirror the increase in the US.

New Housing curbs expected but extent of measures "heavy-handed"

SINGAPORE: The new property cooling measures announced on Thursday (Jul 5) were not entirely unexpected given the recent euphoria in the housing market, but the speed and timing at which the measures were introduced as well as the extent of the curbs were “heavy-handed”, some analysts told Channel NewsAsia.

Among the curbs are a 5 percentage point hike in Additional Buyer's Stamp Duty (ABSD) rates for citizens and permanent residents (PRs) buying second and subsequent homes, as well as a 5 percentage point tightening for loan-to-value limits for all housing loans granted by financial institutions .

Cooling measures raised home ownership costs, dampened property demand: Redas president

SINGAPORE - The imposition of heftier additional buyer's stamp duty (ABSD) on developers is "a big setback for the property market in Singapore", Real Estate Developers' Association of Singapore (Redas) president Augustine Tan said on Tuesday (July 17).

Referring to the government's recent cooling measures that also include tightened loan-to-value (LTV) ratios, he said that the changes have raised the cost of home ownership and cooled demand from investors and foreigners, while possibly eroding the confidence of developers, investors and buyers.
