Shunfu Ville was sold to Qingjian Realty in a collective sales in the 2nd quarter of 2016 for S$638 million. This amount is lower than the reserve price of S$688 miilion. The owners of the 358 units development, a privatised HUDC, each got an average of S$1.782 million. Owners are under pressure as their estate is getting older and the resposibility of upgrading rests on their shoulders. The value of topping up of lease will go up and the amount of money that goes to owners in an en-bloc sales will come down. According to the collective sales committee chairman, the residents are satisfied and happy with the final price tag, being at average about 50% more than if the owners sell their units individually.

Shunfu Ville was built in the late 1980s by the former Housing and Urban Development Company (HUDC) and privatised in 2014. It has a land area of 408,927 sqft with 70 years left on its lease and a plot ratio of 2.8. Besides the $638m, Qingjian is expecting to fork out another $123m and $94m respectively, for augmenting land usage and for increasing the lease period from the current 70 years to 99 years. The new launch site can yield about 1,250 units with an average size of 1,000sqft with break-even price to be about S$1,250psf and the new units fetching around S$1,400psf to S$1500psf. The new development can rise to 36 storeys, this will give the residents a nice view of MacRitchie Reservoir and the surrounding greenery. Another attraction is that the site is a short drive to Singapore Island Country Club. It is expected to have 1 bedroom to 5 bedrooms and few terraces.


There are fewer and limited land banks on offer in the market, especially the Government had cut back on its land sales programme. Despite the present property cooling measure and the Additional Buyer's taxation on developers if they cannot complete and sell all units in 5 years, some developers seem to be more bullish and confident of Singapore's property market in the longer term. Developers are low on their land stocks so a number of them will be keen to restock.


Recognising the long term popularity of Bishan-Thomson area with the site at Shunfu Ville having an attractive location which includes convenience for transportation with only 200 metres walk to Marymount MRT Station, good views of MacRitchie Reservoir and within vicinity of good schools, Qingjian wrote a letter of interest at the previous tender in October 2015. A second tender was launched in January 2016, Qingjian clinched the deal. According to Qingjian, the eventual agreed price is worth every cent considering its current under-utlilised plot ratio.

NEW THOMSON NATURE PARK TO BE READY BY 2018

The soon-to-be-developed Thomson Nature Park will be ready by the end of 2018, said the National Parks Board (NParks) on Saturday (Oct 8).

Work on Thomson Nature Park — located between Old Upper Thomson Road and Upper Thomson Road — will begin early next year.

Trails will be developed to give visitors a chance to experience heritage highlights within the site — a former Hainan village. Among the features include old houses and foundations of the former village and some of the relict trees such as the majestic Ficus trees estimated to be more than 50 years old.

The area is also home to many rare and locally endangered animals at the site — including porcupines, pangolin, Samba deers, Leopard cats and Straw-headed Bulbuls.

In particular, the site also serves as a key conservation site for the Raffles’ Banded Langur, a subspecies of the Banded Leaf Monkey that can only be found in Singapore and southern Peninsular Malaysia. Additionally freshwater streams at the site are also home to many native aquatic species such as the Spotted Tree Frog which is near threatened on IUCN Red list, as well as the Malayan Box Terrapin.

First announced in 2014, the 50 hectare nature park will complement existing and upcoming nature parks including Springleaf, Chestnut, and Windsor Nature Parks which will extend the green buffer for the Central Catchment Nature Reserve (CCNR).

Like other nature parks, Thomson Nature Park will help to reduce visitorship pressure on the nature reserves by providing alternative venues for the public to enjoy nature-related activities, said NParks.

Senior Minister of State for Home Affairs and National Development Desmond Lee made a site visit on Saturday, where he planted a Radermachera pinnata tree. Also present were representatives of nature groups, grassroots, students, residents, and key stakeholders.

THOMSON ROAD/ MACRITCHIE RESERVOIR

Two words can sum up Thomson, located smack in the center of the island – parks and eateries. This 75-hectare area located just off Venus Drive in the Upper Thomson area is one of four buffer parks surrounding the central catchment area. Predominantly forested, this richly biodiverse park is in the midst of sensitive development, that is due to be completed by the end of 2016. This will restore its original paths, as well as the building of several boardwalks resulting in 3 miles of fully integrated trails giving the perfect opportunity to spot the multitude of wildlife that calls the park home.

Bishan – Ang Mo Kio Park

One of the largest urban parks in Singapore, and featuring a stunning 2 mile converted canal that meanders between lush flower-strewn banks, the Bishan – Ang Mo Kio Park is equally popular with exercise and nature enthusiasts alike. Its open lawns and gently sloping grassy banks make it the perfect spot for a picnic, or just a relaxing pre or post walk stroll. For the more athletic, the newly renovated tracks are idea for jogging and cycling.

Exit North-South Expressway into Marymount Road

The North-South Expressway (NSE) which will run alongside with the Central Expressway (CTE) will help to ease the heavy traffic along CTE, Marymount Road and Thomson Road.

The NSE will link the City Centre from North-South which stretches from Woodlands, Sembawang, Yishun, Ang Mo Kio, Bishan via exit roads along the stretch.

The NSE also connects to other existing expressways which include Pan Island Expressway (PIE), Seletar Expressway (SLE) and East Coast Parkway (ECP).

QINGJIAN REALTY WON THE SALES OF FORMER SHUNFU VILLE THROUGH COLLECTIVE SALES TOP BID

Four years after the collective sale committee at Shunfu Ville was formed, the sale of the Bishan estate has finally got the green light.

The Court of Appeal yesterday dismissed an appeal filed by objectors against the sale of the 358-unit privatised HUDC estate. The sale grabbed headlines last May, when more than 82 per cent of the owners agreed to sell the estate for $638 million to property developer Qingjian Realty.

But the deal hit a snag when some owners objected to the sale last July, later filing an appeal to the High Court. One objection queried if the transaction was done in good faith, taking into account the sale price.

From 2015, the sale committee had launched two public tenders, both at a reserve price of $688 million. Both tenders did not attract any formal bids, but the committee had been in talks with Qingjian, which had offered $638 million.

The committee later obtained the requisite 80 per cent consent for the sale at $638 million, although it did not call for another public tender at that price, owing to the urgency of the timeline.

The Court of Appeal noted that while the "committee was in somewhat of a rush, there was nothing to suggest an absence of good faith or impropriety in the transaction".

It said the committee signed a private treaty with Qingjian, as "failing to commit to Qingjian not only did not assure that a better offer would come along" but could also have meant "the loss of Qingjian's offer".

Dentons Rodyk & Davidson senior partner Lee Liat Yeang, acting for Qingjian, said the ruling was significant in clarifying the law in this area, and would give greater confidence to developers looking to buy land through collective sales.

Mr Li Jun, Qingjian Realty managing director, said he was pleased that the deal had gone through and added that Qingjian now faces higher development charges of some $50 million. The charges are levied by the Government on developers who intensify land use. They are revised twice a year and could affect profit margins, he said.

Qingjian plans to build about 1,000 homes on the Shunfu plot, expected to be a mix of high-rise units of up to 25 storeys and landed units. The development will be launched a year from now, said Mr Li.

With the conclusion of the sale, each flat owner will pocket an average of $1.782 million. The Straits Times understands that the sale is expected to be completed in July, and owners will move out six months from then.
