Of the 957 hectares of Punggol, some 422 hectares have been set aside for residential use, with the remaining 535 hectares designated for other uses, including transportation networks, schools, commercial, and religious purposes. 

The first two of the Seven Waterfront Districts to be developed aside from Punggol Central, where most of the current developments are, are Northshore District and Matilda District.

Northshore District will be one of seven distinct waterfront housing areas, of which Waterway East and Waterway West Districts are already under development.

Northshore District will be home to Punggol's tallest residential buildings, at 29 storeys, overlooking Strait of Johor and they will also boost fully underground car parks in a bid to provide a greener and more spacious environment at the ground level.

Other plans to enliven Punggol include the expansion of the Town Centre to form the new Punggol Downtown with more civic spaces, the introduction of a Waterfront Market Village bordering on the south of the Coney Channel, a Learning Corridor designated to house future education institutions and a Creative Cluster designed to host new commercial activities.

  • The Western LRT loop, which will begin operations in tandem with upcoming developments
  • Improvements at Punggol Way and Punggol Road to provide smoother connections to Tampines Expressway (TPE)
  • Improvements to Punggol Place
  • A new road linking Punggol Central to TPE and KPE
  • The Punggol Semi-Expressway, which will be the main route for inter- and intra-town travel in the longer term
