Three land parcel sites along Balmoral Road, located at the Core Central Region of Singapore, were sold for New and Upcoming Condo developments under Collective Sales, in year 2017 and 2018. They are the former sites of Sloane Court Hotel, 11 Balmoral Road and Balmoral Gardens. Balmoral Road, located in Core Central Region of Singapore, is a stretch of road that will lead to Stevens Road on one end and Bukit Timah Road on the other end. It is a short drive to Singapore Orchard Road.

Tiong Seng and Ocean Sky submitted the top bid of S$80.5 million for Sloane Court Hotel, this translates to a land rate of S$1,616 psf ppr
Woh Hup submitted the top bid of S$73.8 million for 11, Balmoral Road, and top bid of S$83 million for Balmoral Gardens. These 2 sites will have a combined area of 66,951 square feet and will be developed into The Hyde (as above).

1) SINGAPORE - Singapore-listed Tiong Seng Holdings and Ocean Sky International have come together to buy Sloane Court Hotel and a small adjoining plot for S$80.5 million for redevelopment, the companies announced in pre-market exchange filings on Monday (Aug 28)
The price excludes development charges for intensifying usage of the land.
Tiong Seng chief operating officer Lim Geok Hwee told The Straits Times on Monday that the joint venture company plans to redevelop the site into a 12-storey, 80 unit condominium, with each unit averaging 700 square feet.
"To build up to the maximum allowable gross floor area, we will have to pay a development charge for intensifying use of the land," Mr Lim said.
This will be the second joint venture project Tiong Seng has entered into with Ocean Sky. The first acquisition they made together was for two freehold sites on Jervois Road for S$21 million, which they plan to develop into a 21 apartment project.
"We expect the residential outlook to be good in the next two years. The tenders and en bloc sales that have happened in the last year have been done at high prices, so that will likely translate to higher home selling prices next year," Mr Lim said.
Tiong Seng, through its wholly owned subsidiary Yuan Ching Development Pte Ltd, has a 60 per cent interest in the joint venture TSky Development, while Ocean Sky holds the remaining 40 per cent stake through its unit Arctic Sky Investment.
TSky Development entered into a deal last Friday to buy Sloane Court Hotel at Balmoral Road and lot 99899P of town sub division 26 for S$80.5 million.
The proposed acquisition is conditional upon the approval of the shareholders of the vendors of the sites.
Located in prime district 10, the hotel with the small adjoining plot has a combined site area of approximately 3,617.9 square metres (38,943 square feet) and is zoned "Residential" with a gross plot ratio of 1.6.
TSky Development will set up a project company to undertake the development of the sites.
2) Property consultancy JLL has launched 11 Balmoral Road in prime District 10 for collective sale at $75 million.
The asking price translates to a land rate of about $1,761 psf per plot ratio, inclusive of the development charge which is estimated to be around $10 million.
This is the development’s first collective sale attempt with 100 percent owners’ consent. As such, Strata Titles Board approval for the sale is not required.
Built in the mid-1990s, the property comprises 17 units in two four-storey apartment blocks.
The 30,200 sq ft site is zoned residential with a gross plot ratio of 1.6 under the 2014 Master Plan. It could be redeveloped into a high-end condominium of up to 12 storeys.
Subject to design and approval from the Urban Redevelopment Authority, a developer may potentially configure the allowable gross floor area of 48,320 sq ft up to a maximum of 64 apartments.
The site is a short walk from Newton MRT interchange, which connects to Orchard Road and the Botanic Gardens. Nearby schools include Singapore Chinese Girls’ School and Anglo-Chinese School (Primary).
“11 Balmoral Road is a compelling offering of a freehold site with manageable quantum. It is expected to attract a wide pool of developers due to its affordability and a very prime location,” said Tan Hong Boon, regional director at JLL.
3) AURUM Land, the boutique development arm of Woh Hup group, is understood to have done a bulk purchase of all eight units that make up Balmoral Gardens for nearly S$83 million.
The property is next to 11 Balmoral Road which Aurum acquired last year. Market watchers expect the group to amalgamate the two prime district 10 freehold sites; Aurum could potentially build a 12-storey condo with about 100 units averaging 1,000 sq ft on the combined site of about 67,000 sq ft.
The Business Times understands that the price Aurum paid for the Balmoral Gardens site reflects around S$1,812 per square foot per plot ratio (psf ppr) inclusive of estimated development charges payable to the state.
Currently on the 36,752 sq ft site is a four-storey development comprising eight apartments, ranging from 4,200 sq ft to 4,800 sq ft.
The owners of the eight apartments are understood to have sold their units individually to Aurum Land. The development is more than 30 years old.
Under the Urban Redevelopment Authority's Master Plan 2014, both the Balmoral Gardens and 11 Balmoral Road sites are zoned for residential use with a plot ratio (ratio of maximum gross floor area to land area) of 1.6.
Last November, Aurum quietly bagged the next-door 11 Balmoral Road through a collective sale for S$73.8 million, which worked out to S$1,750 psf ppr inclusive of DC. That development has a land area of 30,200 sq ft.
